Edit CSS and Edit HTML options are not found in the template manager section, where can i find it?

The new template system does not lend itself very well to the standard way of editing. All blocks are made up of separate files then put together to form the template. While this may sound confusing at first it does make sense as you get used to it.

What css do you want to edit? It will have to be done with a text editor as there is no longer an option to do it within the template manager. All the instructions are in the above link but if you can give us more info maybe we can help. A link to your site and details of what you are trying to do.
