I looked through index.php file from JA Wall template and at the line 192 to 194 is this code:

Is there a plugin or module to enable and edit the message ?

Hi nicam,

This jdoc with the syntax <jdoc:include type=”message” /> serves as the output of many system messages like successful or notice messages, and it belongs to joomla core, not a plugin or module.

Here is the file location to customize the system message in Joomla:[joomla install]librariesjoomladocumenthtmlrenderermessage.php

But, is there a plugin that shows a notice message box when a new visitor opens a specific page or homepage ?

We do not provide such plugin. I suggest that you can go to JED and find a suitable extension like that for you. 🙂
