    I would like to add links to the top of the page than when you click then jumps to a certain part of the same page you are on?

    I remember it was done by adding an external link menu type item and entering forexample #video as the url, where ‘video’ is the title of the module. But it doesn’t seem to be working.

    For #link the same id link will be present on that page . For example on demo site url you can see a module .
    You can add id link in your content so it comes as id and redirect to content .
    <div id ="link"> ......</div>
    This way you use the links on the same page .

    That doesn’t work for the module I am trying to jump to. I am trying to jump to the ‘Departments’ section with the 8 rectangles but it does not have a section ID. I tried adding a section ID to one of the articles but the module overwrites the article’s section ID. There is also no way to add section ID to that module.

    i am afraid the template is not designed in this way to show the module id But you can do this by my tweak below :
    Open the Department module > Advance options > Module syle > xhtml
    And add this module suffix in this module : category-module blog-department
    with a single blank space at first . Module suffix needs to add becuase it loose the style when u change it to xhtml .

    Now u can see the mod id in the code and you can link it with Menu .
