those are simply menu items with styling applied. you can do that via css and the menu system. See our wiki for tips on how to do that.
as for the J! 1.7 thats a menu item with a “menu image” which is a parameter in the menu settings.

ok for the first change read this http://www.techportal.co.za/joomla/joomla-tutorials/74-how-to-add-an-image-next-to-the-menu-item-link-in-joomla-15 its for 1.5 but the steps are basically the same for 1.7.
