My client would like to make the fields under ‘User Details’ required as the association requires some of that information a user would put in there, like phone number, email and such. How do I make those fields a requirement for a registered user to fill out. Thank you.

In this case you need to customize Users component in Joomla default. Besides, this is Joomla related customization and you should raise it in the Joomla.org forums, you will get better support and guidance there.
