I can’t see the modules ja quickcontact and ja toppanel, although they are both published.

You cannot see on the demo because the top panel module is published in the Explore menu item, Top panel submenu item go there and you will see the top bar in action
Please read this guide on how to configure the template.

I did read the guide many times, but I can not find the info I need.
I want the toppanel tab (and the quickcontact) to be always visible and accessible, not only after clicking the explore menu.
How can I achieve that?
This is not explained in the guide.

You can edit the JA Top Panel Module that now is published only on the TopPanel page and publish it in the page you prefer

But the color of the module is now changed to white instead of brown, and there is a white bar at the top?

Anyway you can overwrite it with the original one taken from the quickstart package zip file

No, it is not modified. I copied the file from the quickstart package, but this does not solve the issue.see http://www.cyrescenter.com

Sorry again but this is impossible you need to modify the ini file
We can’t touch the customers file to make customizations

I did not touch the style.css file. But to be sure I copied over the original file from the quickstart package but the problem remains…

I think you misunderstood me here.
I already changed the name of the top panel tab, as you indicated and it works fine.
The “feature request” is just a suggestion to make this module better (you may consider this when you bring out a new version of this module, or not)
