Hi. I have the same problem. Unfortunately I can not share my URL because I’m still working on localhost with this project. I tried to disable al 3rd party plugins and moduls but with no effect.

Yes the pointers appear but once you hover over the pointer and the content shows the pointer disappears and does not return unless you refresh the page – this is a new bug after updating ja image hotspot module to the latest version and joomla 3.7.1 upgrade. The other posts in this thread also mention that it is only after hovering over the pointer that it disappears. I am including a screenshot to help illustrate the issue. The circled counties in the middle have been hovered over and you can see how the pointers are gone after the content bubble fades away but the smaller circled one I have not hovered over. I am using chrome browser in the screenshots.

Please try hovering over the pointer, allow the content bubble to appear and then fade and you will see that now the icon pointer is gone.
