Yes they are free to use , you can find them into quickstart folders too

In the quickstart you will find only icons used on pages , you can also download the source psd file

these is no icon set.inside . only psd of pages???

Download quickstart version extract it on your local and use icons in this folder imagesjoomlartdirectory-icons
