Am using the JA Business 1.7 template at http://www.developsc.com. Changed the favicon using the plugin/system path. It displays nicely in Google Chrome but not Internet Explorer and Firefox. Explorer and Firefox fetch the default Joomla icon. I have cleared the browser cache, so it’s not that. The new custom icon was installed two weeks ago, in the same place you always install it in Joomlart templates. Thew path is plugins/system/JAT3/base-themes/default/images. I just checked and the icon is intact. Could this be a problem with the icon image/format? Why is Chrome the only browser that fetches it? Where are the other browsers getting the default Joomla icon?
Has anyone else experienced this?

Solved, sort of. I cleared both the Joomla and the T3 cache. This appears to have been most of the problem. IE8 display is now working. I will re-post if I continue to encounter issues with Firefox and Safari.

I cleared cache (IE + T3) but favicon not display on IE 8 still.
