I installed Ja teline II however i can not seem to correct this error

Warning: mkdir() [function.mkdir]: Permission denied in /home/baltsag5/public_html/Espanol/modules/mod_janews/helper.php on line 99

I deleted the theme and reinstalled the theme and the error still there help
