The google PR is depending on many factors like backlinks, site structure/navigation etc. But its not important if a website has pr 0 means no traffic. Google also says concentrate on the quality of your website not on the PR of your website. Good PR means a website has quality incoming links and its good for you if you get backlinks from high PR websites to get rank.
