I want to make fully custom site with uber template . If answer is negative what may I do?
My site must be look same on all devices.

HI i am not getting properly what you mean by custom .
but if you want to customize css , you can use custom.css .
and if you want to show same site on all devices (non responsive ) . you can OFF responsive mode from template options . after OFF you need to compile less to css .

Make sure it will override your css . Please take a backup of your site before any custom change and update
