I have just seen the link from JA website. The commenting system allows you to comment each paragraph. Pretty useful for commenting on academic work online.

Any hint on how to get this one or something similar?

Yes, it is pretty interesting feature, I do not remember seeing this feature in any of the present Joomla components, you can post on freelancing websites to see how much it would cost and if it is possible to modify any of the current Joomla commenting components.

If you have a closer look into the website, it is not really a comment system.
LifeHacker and a few others media websites are using Kindja (http://kinja.com/) as their discussion (commenting) platform
