I received notice there was a new update to the JA ACM module, but when I go the Joomlart website, the old version 2.1.3 is all that is available. Where can I download 2.1.4? It does seem odd the Joomla update notices precede the availability of the latest version.

You can download it from the download page and install it or you can use JA Extension Manager component to update JA Extensions.
Here are the steps. Download page needs to be updated,
You can get this under the download older version at this time.
