How can I set up user tool (Increase, decrease font size, changing colour theme). Is there any module to install?

I am interested in this as well. Pretty sure I could figure it out, but wanted to see if anyone has already. I have an upcoming project that I need this feature on. If no one can help, I ‘ll give it a stab.
