You site has some extension that is loading an older version of Jquery that is creating this problem .

This might be due to some of the 3rd party extension installed on your site.
Try to unpublish the 3rd party extension one by one and check site .

I found the culprit.
It was the latest version of GCALENDAR.
After disabling the submenus showed.
