I am developing a site on localhost. I have used both JA Login and JA Community Plus separately and together before with no problems.

On this site when the JA Login panel is displayed the new registration form is displayed below.

What should I do to arrange that the new registration form is displayed only after the user has asked for it?

Hello Tony,

Please setup your site on a testing server. Then I can try to help you diagnose the problem. Right now, I am quite not sure where to start.
