Is the JA News module included in both Justicia and Teline the same module? Or just NAMED the same? I want to use both templates on my site and Joomla believes I’m trying to install the same template over again. This is causing problems, as I can’t use all of Teline’s functions.

Not sure what you try to use both here, but if you gonna use the teline and justicia it should not be any problem to install both.
If you gonna use ja-news module twice you should be able to just copy the module from the joomla backend, or rename it in the install file
