    Perhaps starting from scratch one more time – making certain it is the 3.1 quickstart template you install?

    What is in the quickstart file? I only need the template. We already have a Joomla 3.3.3 site setup and the content transferred over. How can I get just the compatible template?

    And this is the one you downloaded/installed – yes?

    Yes, because this one wouldn’t install as a template … and looks like it contains a whole Joomla site.

    I unpacked and manually installed the “JA Nex Template for J3.1” and it didn’t fix the issue. I still did not have a ‘general’ settings tab nor any responsive options.

    I’m guessing that has more to do with the framework than the template, which JoomlArt support indicated was up to date already.

    I’m sorry about this problem on your site but JA T3v2 framework on your site could not support responsive layout, it only supports: Desktop, Handheld, Iphone and Android Layouts and it limits to support all devices layout, you can see that from back-end template: Admin site > Extensions > Template Manager -> Crows.org – Default > T3 Options tabs> PROFILES tabs, see the screenshot
