I searched the downloads options of JA Social and there is not on Joomla 3.1.
Am I right?
Is there another good site for JomSocial on Joomla 3.1?

At this time, only JA Social J2.5 template is available for downloading. But, fortunately our dev team is working hard to upgrade the JA Social template to be compatiable with Joomla 3.1.x, especially we will include the customized layout of Jomsocial 3.0 component into. Hope you can wait for this.

The upgrade process of JA Social 3.x template has been finished at least 95%, our QA team is working to complete testing round the updated features before releasing the template in coming time. And the user-guide on how to upgrade this new JA Social template will be also available then. Hope you can be patient for these.

I saw today in download section ja social j3.1 version. Can you tell me, please, is there instructions how to perform upgrade from joomla 2.5? And, is maybe this version of ja social responsive, if not, when we will have responsive version of this template?

This is really heavy upgrade task on Joomla so that we’d to suggest you to take a backup of site and refer the main steps of upgrading a template (i.e JA Social) from J2.5 to J3.x.
1. Backup the site with both modifed files and database.
2. Migrate Joomla CMS to J3.x
3. Install and redo the configuration of template and modules.
This is how Joomla migration is done. Template and modules will need to be reinstalled and reconfigured. Any template customization would need to be redone manually.
