In the small responsive mode on a smartphone, the menu collapses but will not display when selected. Menus work fine on a full screen but the collasped menu does not appear to open on smartphone.

Hi,

The problem on your site is from com_comprofiler component, you can disable System – JCH Optimize Pro plugin and clear cache from admin area and see the problem as my screenshot with components/com_comprofiler/js/jquery/jquery.migrate.min.js file
