I’m using JA Teline 11
from the descrption on your site it looks as though JA Tab should be in the template
How do I activate it?

You have to have the ja-tabs installed unless you use the quickstart. It should be in the template files if it is used in that template. Install it like a regular extension. Then if it’s not already there you have to copy the css code from one template that has the tabs working and make sure it’s added to your css.
