Does Teline11 have the ability to create user profiles – plus add pictures to that profile.

Teline II and all the Joomla templates from any template provider can not provide the profile feature.

Those feature can only be provided by using 3rd party Joomla component. for a list of such component look at http://extensions.joomla.org/extensions/communities-&-groupware/communities.

Templates can not give you this functionality.
