In a Web server environment permissions are used to control which Web site owners can access which directories and files. The Web Server will still need to Execute set for the username and Read, Execute groupname permissions set so that it can Execute the Read command on files inside the directory.

USER WEB on your site doesn’t permissions to execute folders ROOT WEB in mac operating system, you need to set full control folders ROOT WEB.
