We have been experiencing a number of issues on our JomSocial installation using the JA_Social template which is affecting the way the Avatar(Profile Picture) editing displays and functions on our Joomla 1.7 site Muzocial. When we attempt to edit the profile picture we get a popover window which appears but the browse button does not always seem to function. When it does and we have selected the image file to use the Preview display does not display the image properly, and when we attempt to finalize the edit the popover will not close unless we refresh the page.>:( I have discussed this with JomSocial and they state the following:

You are using the third party template which is nowhere close to simple css modification of default JomSocial one. It is Ja_Social template override from Joomlart.
Furthermore, even if you change the template to default, JA_Social will still be used because of the JoomlaXI Profiletypes.

Please, once again, use the default JomSocial template when trying to replicate the issues. After unhooking the JSPT and changing the template to default, i was perfectly able to crop avatar on admin account you provided.
