Where are you located and where is mostly your site users from?
If you are in the USA and want a cheap host i would take a look at Siteground.com.
And yes you can use JA-Quillaja as template:)

1. Does buying membership gives me access to download the zip file for ja_quillaja which I can upload through the administration tool ?

Yes,with a membership you get access to download the templates. Then its just to install it trough the admin panel of your joomla installation.
