in Joomlart’s site.. i see a footer menu/toolbar that stick at the bottom of the screen… is this an extension ? or a mega menu that stick in footer

any idea on how to accomplish this ?

It is JA Toolbar component for Joomla 1.5

i don’t see it listed on extension club either
