Even I installed the Arabic Language to the website, I can not find it or its effect on all website items as all strings are still in English in frontend (ex. login/register forms titles) and in backend too, if I need to set a language for any item or menu, I just find (All – English), Arabic is missing.Could you please solve this issue ?

You need to create content language from language manager > http://prntscr.com/b5s4zq
to make the multilanguage site .
And then you need to create separate menu/content/module/Template style for Each language .
Here is tutorial for how to make Multilanguage site in Joomla .Hope it helps you .
