As far as I know, there is no special lang. packs for templates.
For Teline, find “en-GB.tpl_ja_teline_iii.ini” copy it, rename to “pt-PT.tpl_ja_teline_iii.ini”, open in an editor, and translate into Portuguese.

On the server lang. files are located in folders languageen-GB, languagept-PT
