Ja_University template default layout has already this position available as you can see from images below, so you do not need to create it but simply publish your language switcher module in that position.

If you cannot share your website backend url so i can better look at it and understand exactly what is happening, i cannot be of help more than suggesting to read documentation or install the T3 Framework template version.
