I have added a module position for placing graphic above main navigation (Purity III template.)

In the admin “layout” section it shows position above but on front end I cannot get it to appear over the menu.

The default module position like search module is defined in the main nav like this >>>> http://prntscr.com/6bm3i3
I am not sure what changes you have done to add module position ,
Here is a guide to create new module positions .
If module position not working as given in doc . Share the changes details that you done and your working site url here .
