I see there are some conflict in JS on your site so that the button doesn’t work: http://prntscr.com/c4feo4 . Did you customise in JS or use 3rd party extension on your site?

Only thing I did to customize js was what’s here:

Currently site runs without any 3rd party extensions, I disabled them all.
Back-to-top still not working.

Case closed: it was Jquery 1.4.4 all way along, but it had been installed as a custom module I had forgotten. Now it works ok.
