Following system plugin, which only loads jQuery, breaks your template style assignment:

class plgSystemTest extends JPlugin
{
    public function onAfterInitialise()
    {
          JHtml::_('jquery.framework');
    }
}

This is of course terrible for every 3rd party developer.
