I need it to create custom HTML and CSS in articles and custom HTML/CSS in modules.

#1. In Article of course you can post your own html ( also css but not suggest ).
Just turn off editor and do as normally. But CSS should but into css file instead article content.
#2. Same with module. You can use custom html module ( Joomla! core module )

What I’m looking for is a list of HTML/CSS code that you put out with each template. I’ve used it before, I just can’t find it now 🙁
