Mouse click making the video filter away is the original function of Hero Type 4. I already disabled the filter away function by adding the following to custom.css

.acm-hero .hero-intro {
display: block!important;
}

How can I make the Hero type 4 video clickable and hyperlink to a specific page?

If you want to add a link over the container of video, you have to edit the ACM php file of hero style-4 module.
Open
Add
<a href="http://joomlart.com">
in line 32 before opening the container > http://prntscr.com/hanf8r
And close it after line 61.

Change the link with your site link.

Since the website has two languages but using the same template/module, can I have Hero type 4 in language E linked to one page and Hero type 4 in language C linked to another page? Please advise.

Hi
It works same for all module where you will use this style.
You can create another new style for hero module, like style 4 and use that for your 2nd language.
Or you have to customise the ACM module to add new fields in the ACM module. It’s something that is fall in personal custom work and out of support scope. If you are not familiar with customisations, I suggest you hire a developer for this.
