It is in template.css – /templates/ja_rutile/css

/* Heading */
h1 {font-size: 200%;}
h2 {font-size: 175%;}
h3 {font-size: 150%;}
h4 {font-size: 125%;}

It is the h2 heading that you have to change. Use a lesser percentage.

margin: 0;
padding: 0;
font-size: 140%;

Oops! Kai_2 is correct. I got the wrong. previous code will change on the frontpage h2. h2 belonging to class contentheading is the one.:p
