can I do the change? how?

The css style here will help you to reduce

Open templates/ja_medicare/css/template.css file

find and see


.ja-masthead {
background: url("../images/masthead-bg.jpg") no-repeat;
background-size: cover;
text-align: center;
padding: 50px 0;
position: relative;
}


and you can change it to other number
