I asked this once before but really did not get an answer that helped.

On this site, using ja-ruby, I would like to have a certain section use a different menu for the top (in the red bar).

http://www.waredaca.com/index.php

This menu does not seem to be handled by the modules; therefore I don’t know how to accomplish this.

If anyone can help, I would greatly appreciate it.

Hi Cheryl, this menu is hard coded into the template and can only be set to one menu throughout the site.

I’m sure there are extensions available that will do what you are looking for. See sig for extensions link.
