Why when I reduce the width under 768px the menu items disapper? Is it possible to avoid it?

Menu ate not hidden . These are collapsed for mobile view .
Thus is feature of t3 responsive framework .
if you want to same site for all type of views , you need to turn OFF responsive mode from template options .
and then compile less to css .
take a backup of your site before any change in template .
