I’m curious if anyone has ever had the menu manager item order section grey out so you can not change the order of any menu items?

This has happened to me a a few times the last few days and I can’t seem to figure out what is causing it.

This issue pops up in the Menus => mainmenu the “order” function becomes Grey and I cannot change the order of any of the menu items. It is not a permanent error I just was curious as to what causes the problem to happen.
