My clients have requested that their forum contents be transferred/migrated to their new site (http://bmwqc2.dev.dnsnetworks.ca/joomla/i)

This is their previous site: http://www.bmwquebec.ca/

I found at that for a price the threads are transferable (https://www.cms2cms.com/supported-cms/vbulletin-to-joomla-kunena-migration/) however the user information (username, login/password) would be a Joomla issue/question to ask.

Is it even possible since their previous isn’t a Joomla site?

Perhaps one of these might do the trick?

You could probably use a bridge for VB + Joomla otherwise you will have to migrate vBulletin to Joomla, a different option from what my friend Tom suggested might be this one – >//http://gconverters.com/convert-vbulletin-forum-to-joomla-kunena-forum/
