I’ve got a background set to cover (which is not responsive). When I look on mobile, I get an odd display (see screenshot). There are two containers (same type I believe). Both have background set to Cover. See screenshot. The button is in the second container and displays the background differently.

There is only one block with the background on the shared URL
and the background is set to cover with the center position.
