Your site is on Older version of JAT3v2 framework that is not responsive like new Teline IV (T3) .
You can see the option Template options > Profile > Layout > http://prntscr.com/bihyxr .
If you looking to adjust the module positions like in T3 layouts , i am afraid older version does not have such feature .

You may migrate site to New Teline IV template and upgrade Joomla to 3.4 as Joomla 1.5 no more supported .
