This is a News Ticker Module (it is described here )

The title (Headlines) could be changed in module’s configurations. Also, it’s set in template’s block “header.php” in row <em><?php echo JText::_(‘Headlines’)?></em>.

The content of the module, is titles of articles from catergories specified at module’s back-end.
