For this particular section of our site, I would like to use the user5 position to display modules like JA_newslight, instead of the JA_RSSlider module. However, the module titles will not display for this area, even when they are enabled.

Is there a particular setting in the template that’s causing this behavior? How do I change it?

to config as what you need, pls open /templates/ja_avian/index.php, find this code

<jdoc:include type="modules" name="user5" style="raw" />

change into

<jdoc:include type="modules" name="user5" style="xhtml" />

In joomla 1.0, you search this line

<?php echo mosLoadModules ( 'user5',-1 ); ?>

Change -1 to -2
