I have cleaned your cache Site–>Manteinance–>Clear Cache
If you are in Development Mode is recommended ( trough your template manager Global System settings ) to make this changes
Enable Development Mode Yes
Enable Template Information Yes
Optimize CSS No
Optimize JS No
These settings disable cache + compression so you will be able to see immediatly your changes.

this issue is due to your directories and file permissions in your public html
You must be sure that all directories of your Joomla path have a permissions set to 755 and 644 for files
anyway this depending on the security configuration of your web hosting provider
try to explain to them your problem and ask them to set the right permissions on your directories

All directories of your Joomla path have a permissions set to 755 and 644 for files, some have 777. You can see it in System Information – Back-end. So please tell me what path must been set.
