In my JA Social template is no position: top-panel, ja-login and content-mass-top.
How can I get that?

The joomla system allows adding position via 2 options as following:

1) You define those position into the templateDetail.xml file. http://docs.joomla.org/Declaring_module_positions
2) Or In the Module’s Configuration, you type the position’s name in the the “position” parameter
