Yes, our template come with multi-language capability. In fact, this multi-language does not controlled by template but by components, modules and plugins.
There are many tools for you to translate the article (content stored in database) but I recommend Joom!Fish – multilingual content manager
If there is some plain text in the template (Eg: Font size:, color chooser…) in the template, we store it in a ini file and you can make another languages file for it.
Here is a sample file of this type (en-GB.tpl_ja_teline_ii.ini)
