As per screenshot both blocks are divided in equal size , and as the skills are more they are using more size .
thats the reason height is more .
While u can post me your site url so i can re confirm it .

no, you got me wrong i think.. i don’t mean the left side below skill-1 block.. i mean the empty spot in the left column of the right block (see screen)..

Add below code in custom.css file .
Custom.css file would be in the /templates/ja_resume/css/custom.css if file not present create it .

.acm-stats.style-2 .stats-list .stats-asset {
    min-height: 212px;
}
