Hello. For the sample I took from you free template Purity III and found that the control panel template has no Russian localization. I am planning to buy the template JA Intranet, but I want to control panel the template was Russian interface. Is this possible?

You can add language override from backend and translate strings as you wish ( look at image below ) i translated few words.

You can edit this file /administrator/language/en-GB/en-GB.plg_system_t3.ini and translate in russian
